🇩🇪 Das E-Government-Gesetz (EGovG) schreibt die Einfuhrung der elektronischen Aktenfuhrung fur die Bundesverwaltung bis 2020 vor. Es soll damit eine zukunftssichere Schriftgutverwaltung gewahrleistet werden, welche Effektivitats- und Effizienzsteigerungen ermoglicht. Im Bundesfinanzhof (BFH) soll mit diesem Hintergrund die elektronische Aktenfuhrung im Verwaltungsbereich eingefuhrt werden. Hierfur wurde das Projekt EVA - Elektronische Verwaltungsakte - initialisiert. Zukunftig soll die elektronische Vorgangsbearbeitung und Aktenfuhrung in der gesamten Verwaltung des BFH genutzt werden und damit langfristig die derzeit federfuhrende Papierakte ablosen. Fur die Durchfuhrung der elektronischen Aktenfuhrung soll im BFH ein neues Dokumentenmanagement- und Vorgangsbearbeitungssystem eingefuhrt werden. Die Aktenverwaltung des BFH erfolgt derzeit papierbasiert. Im BFH ist kein Alt-System vorhanden, welches durch das neue System fur elektronische Vorgangsbearbeitung und Aktenfuhrung (EVA-System) abgelost wird. Eine Datenmigration ist demnach nicht erforderlich. Das EVA-System muss auf einer Standardsoftware(-plattform) basieren, die einen Funktionsumfang bereitstellt, der eine vollstandige Umsetzung der Anforderungen an die Aktenfuhrung und Vorgangsbearbeitung in der Verwaltung des BFH unterstutzt. Unter einer Standard-software wird in diesem Vergabeverfahren eine Software verstanden, die es aufgrund ihres Funktionsumfanges ermoglicht, dass fur die Umsetzung des EVA-Systems grundsatzlich keine Individualentwicklungen notwendig sind. Potentielle Anderungen der Standardsoftware sollen durch Anpassung und Konfiguration erfolgen. Es wird ein Auftragnehmer gesucht, der eine Standardsoftware inkl. einer Langzeitspeicherlosung, Signatursoftware und Formatwandlungsdienst (Lizenzen mit Wartung und Systemservice) und den dazugehorenden Werkleistungen liefert. Das System soll in die Systemumgebung beim BFH implementiert werden. Gefordert werden vom Auftragnehmer uber die Vertragslaufzeit auch Dienstleistungen zur Schulung, Einfuhrungsbegleitung und Unterstutzung fur mogliche kunftige Anpassungen.BundesfinanzhofEUR 467,0002017-01-04
